Morocco is indeed safe on the whole, and the Moroccan police are very alert and quick at solving criminal cases. However, there is still much to do in this respect. For instance, the police do not respond when they are called to intervene in the case of aggression or a danger of any sort that threatens citizens. They only come later when the harm is done. As a result; the emergency number 19 is only used to report road accidents, murders, robberies and other incidents, and can never be used to call the police so they can PREVENT an incident from happening or getting worse. Bribery is still common practice among the Moroccan police, unfortunately.
