QUE se passe-t-il vraiment entre l’Algérie et le Maroc ? Officiellement, rien que d’habituel et de normal (si tant est que les relations aient jamais été normales entre les deux pays). Les hauts responsables échangent les politesses d’usage, à l’occasion. Les gouvernements collaborent courtoisement, chaque fois que cela est possible ou nécessaire. Les diplomaties s’affrontent sur la question du Sahara.
Les armées, de part et d’autre, ne baissent jamais la garde. Et les peuples se regardent en chiens de faïence, en attendant que prenne fin l’interminable et désespérante valse à trois temps (un pas en avant, deux pas en arrière). Ceci, tout le monde s’y était habitué, de part et d’autre.
Mais ces derniers mois, force est de constater que la tension est montée d’un cran. Et il est clair que le nouveau tournant qu’a pris l’affaire du Sahara y est pour beaucoup.
Nouveau tournant côté marocain avec le projet annoncé d’une autonomie élargie au Sahara. Le royaume ayant engagé à cette fin une offensive diplomatique sans précédant (essuyant, par là même, les réactions les plus violentes de la partie adverse).
Nouveau tournant également côté séparatistes qui, à la faveur de l’ouverture démocratique marocaine, ont décidé de porter la lutte au Maroc même (sous le précédant règne, il était inconcevable qu’un séparatiste se déclare, ou songe seulement à se déclarer, comme tel au Maroc et encore moins sur le territoire précis du Sahara) !). Le fait est donc que la tension monte.
Au Maroc, il y a un sentiment de plus en plus net que l’Algérie, non seulement appuie, mais inspire les provocations des séparatistes. Sans compter que la presse algérienne répercute de plus en plus clairement et fréquemment des messages de nature belliciste. Bien que mises dans la bouche du chef de file du Polisario, les menaces de recours aux armes sont récurrentes. A un moment où, dopée par ses recettes pétrolières, l’Algérie se surarme.
Le Maroc, bien sûr, n’est pas en reste. Sur le plan militaire, ses messages sont tout aussi clairs. Le défilé des différents corps d’armée à Rabat et la parade navale avec la participation des alliés de l’OTAN à Agadir, à l’occasion du cinquantenaire des Forces Armées Royales, ne sont pas sans signification à cet égard.
Si l’Algérie cherche la guerre, elle ne la trouvera pas. Le Maroc en a les moyens humains, mais ses alliances l’en préservent. Si les velléités de guerre d’une puissance comme l’Espagne, du temps du gouvernement Aznar, ont été étouffées dans l’oeuf, sur l’îlot Leïla, ce ne sont pas les velléités hégémonistes d’un petit pays comme l’Algérie (quelle que soit la haute opinion que ce pays a de lui-même) et encore moins les gesticulations d’un mouvement insignifiant comme le Polisario que les Etats-Unis laisseront déstabiliser la région.
Une région sur laquelle restent fondés tous les espoirs américains d’une région et route du pétrole plus calmes que celles du Golfe (avec les gazoducs et pipelines existants ou en construction) et ayant de l’avenir. Tout ce que peuvent se permettre l’Algérie et le Maroc, c’est l’escalade verbale, ou la guerre des nerfs.
Sur le terrain de la rhétorique, du reste, l’Algérie et le Polisario ont trouvé un concept tout prêt qu’ils ont copié tout bonnement, celui de la Palestine. Comme pour les Palestiniens, ils parlent d’occupation, d’Intifada et de résolutions de l’ONU non appliquées... L’antienne ne prend cependant pas. Seule la presse algérienne utilise ce vocabulaire.
Quant à la guerre des nerfs, elle bat son plein ! Et, là aussi, la presse algérienne y est engagée avec le plus total dévouement. Nous n’en voulons pour preuve que les extraits qui suivent...

Ceuta and Melilia first of all have a very different status and these territories are Morocco's "deposit" on the Sahara issue. Why do you want Moroccans to bring up Ceuta and Melilia before getting back the Sahara, it would be a strategic mistake unless you work with the "Nif" diplomacy.

L'hypothese t'enerve tant que le Maroc puisse beneficier de tarifs preferentiels?
